In 1994, a group of Weber Elementary parents came together to solve a challenge many working families faced—finding dependable before- and after-school care in a safe, familiar environment.
What they created became something much bigger.
Today, Weber Before and After School Program (Weber BASP) is a local nonprofit organization that has served Weber Elementary families in Iowa City for more than 30 years through trusted before-school care, after-school enrichment, Full-Day Programs, and Summer Camp.
While our programs have grown over the years, our purpose has remained the same: creating meaningful experiences where children feel safe, supported, and inspired to become their best selves.
Some of our staff members once walked these same hallways, played the same games, and built the same friendships. Today, they're helping create those experiences for the next generation.
STAFF SINCE 2025
As a child, Claire couldn't wait to come to Weber BASP.
One of her favorite memories happened during a staff scavenger hunt when the BASP team stopped at her house.
She proudly introduced them to BeanBoozled and watched them discover that not every jelly bean tastes as good as it looks.
Today, Claire is part of the Weber BASP team, creating the same fun, welcoming environment she remembers growing up in.
Because sometimes the places that shape us become the places we're proud to give back to.
Aaron attended Weber BASP from 2002–2009 before returning as a staff member from 2015–2021.
Long before Aaron joined the Weber BASP team, his family was already helping shape its future. His mom served on the Board of Directors that hired Program Director Tosha Troutman.
As a student, Aaron loved spending time in the gym and looked forward to Summer Camp field trips every year. Years later, those were still some of his favorite parts of the job. The only thing that changed? He admits he appreciated DEAR (Drop Everything and Read) a little more as a staff member than he ever did as a student.
One of Tosha's favorite memories isn't just watching Aaron grow up—it's watching the story come full circle. After caring for Aaron as a child, she later watched him help care for Blake, her own son and Weber BASP student.
That's what makes Weber BASP special. Childhood memories become lifelong connections, and one generation helps shape the next.
Children spend thousands of hours outside the classroom throughout their elementary years.
We believe those hours matter.
They are opportunities to build confidence, strengthen friendships, discover new interests, and develop the character and resilience that shape who children become.
Every activity, every conversation, and every relationship at Weber BASP is intentionally designed to support children's social, emotional, and personal development in a safe, welcoming community.
For more than 30 years, Weber BASP has been part of the Weber Elementary community, creating meaningful experiences that help children thrive.

Nonprofit organization
Every child deserves to feel known, valued, and accepted. When children know they belong, they develop the confidence to be themselves and the courage to grow.
Learning doesn't end when the school day does. Through creativity, exploration, and purposeful play, children discover new interests and develop a lifelong love of learning.
Meaningful relationships with peers and caring mentors teach empathy, kindness, respect, and the importance of community.
Every challenge overcome, every friendship formed, and every new experience helps children believe in themselves and discover what's possible.
Weber BASP exists because of families.
Founded by parents and supported by a dedicated Board of Directors, our organization continues to be guided by the needs of the Weber Elementary community.
We're proud to be locally led, community supported, and committed to creating a place where every child can thrive.
